All three EAA members are founding partners in the U.S Customs and Border Protection (CBP) pilot project to collect additional information on low value shipments (known as Section 321 shipments). Other partners in this project are emarketplaces and major logistics providers. The goal of the project is to develop an improved capability for CBP to merge data from various sources, including non-traditional parties, to generate a more refined and accurate risk assessment on low value goods. EAA members have provided information on hundreds of millions of shipments through this pilot over the past four years and strongly support the extension of the effort into the future. The lessons learned from this pilot should form the core of any future regulation on 321 shipments. The pilot has shown the need for CBP to develop the capability to receive targeting data from a wide variety of sources.
